One of the easiest way to get pictures onto the web is by using a digital camera. You can take the picture with a flash and/or with a closeup lens. The photos are downloaded directly to a computer's hard drive. Those that are bad can just be erased. If you need to crop a picture, or resize, you can do it in using Fireworks. Then save in GIF format and place on a web page.
If you have color photographs or anything printed (i.e., color logos), the way to get them onto the web is by scanning them. Scanners allow you to put a book, magazine, photo, brochure, etc. on a glass platform much like xeroxing a page. Once it has been scanned, it can be resized using the scanning program.
Newspaper or magazine clippings, pictures and photographs can be scanned in either color or black and white. Color slides require a slide scanner unless you wish to pay to create a color print and then scan it. Whatever image you have, there should be a method to get it up on the web.
